Born in Hartford,
Connecticut and the oldest of seven children, I
moved to Texas and graduated from South Texas
College of Law in 1981. The next year I began my
career as an Assistant District Attorney in Fort
Bend County, during which I was the Chief of the
Intake Division, and Chief Prosecutor of the 240th
and 268th District Courts. I’m proud of the fact
that I tried over fifty felony cases, none of which
were reversed on appeal. In 1992, I was humbled to
be appointed and subsequently elected to four terms
to perform the duties of Fort Bend County’s District
Attorney.
Since 1982, our office has grown from 6 prosecutors
to 45. Under my administration, prosecution
initiatives have been developed to address
particular criminality such as juvenile violence,
drug trafficking, domestic violence, sexual assaults
against children and economic crime. In 1996, I was
nominated for the John McPhaul Local Achievement
Award given by the National Council on Domestic
Violence, for my office’s efforts in the field of
domestic violence prosecution and batterers’
intervention rehabilitation.
Issues that relate to family violence have been of
interest to me for a long time. During the 1999
legislative session, I testified before the Texas
Senate and House of Representatives on a bill which
I authored which protects victims from the
intimidating atmosphere surrounding the crime of
domestic violence. It also protects victims from
being required to participate in mediation in
criminal cases. The bill, unanimously supported by
the Board of Directors of the Texas Council of
Domestic Violence, was signed by Governor Bush and
became law on September 1, 1999.
In 1996 and 1997, I proudly worked with Fort Bend
County’s police chiefs and Sheriff in galvanizing
support for a Children’s Advocacy Center. For my
efforts in making the dream of our Children’s
Advocacy Center a reality, I was humbled to be
recognized by Child Advocates of Fort Bend County as
the Child Advocate of the Year in 1997. Its presence
has resulted in increased reporting and
investigations of cases of sexual assault and abuse.
I continue to serve on the Advisory Council of the
Fort Bend Children's Advocacy Center.
I am an active member of Sacred Heart Church in
Richmond. I am also a member of the Knights of
Columbus, Exchange Club of Fort Bend, Fort Bend
Children's Advocacy Center Advisory Council, Fort Bend Women’s
Center Council of Resources, advisor to the Fort
Bend County Narcotics Task Force, Needville and Fort
Bend Chambers of Commerce, the Central Fort Bend
Chamber Alliance, and a life member of the Fort Bend
County Fair Association. My wife, Theo, and I have
been married for 31 years. Theo is a Gifted and
Talented teacher in Spring Branch ISD and has taught
in the district for 31 years of her 36 years of
teaching. We have been Fort Bend County residents
since 1982. We enjoy our home in Richmond with our
four dogs.
